Non-accessible content

The content listed below is not accessible for the following reasons:

a) non-compliance with law 9 January 2004, n. 4.

Some site content is not currently accessible to all people, particularly users with visual or motor disabilities. Known critical issues include:

  • 1.1.1 – Non-text Content: Some visual content and images do not provide accessible text alternatives.
  • 1.3.1 – Info and Relationships: The structure and relationships between content are not always properly conveyed to assistive technologies.
  • 1.3.5 – Identify Input Purpose: The purpose of some input fields is not programmatically identified, making data entry more difficult for users and assistive technologies.
  • 1.4.1 – Use of Color: Some information is conveyed using color alone, making it difficult to perceive for some users.
  • 1.4.3 – Contrast (Minimum): The contrast between text and background does not always provide sufficient readability.
  • 1.4.10 – Reflow: Some content does not adapt correctly when the viewport is resized or the page is zoomed, requiring scrolling in more than one direction.
  • 1.4.11 – Non-Text Contrast: Some user interface components and graphical elements do not provide sufficient contrast to be easily distinguishable.
  • 2.4.4 – Link Purpose (In Context): Some links do not clearly describe their destination or purpose within the surrounding context.
  • 2.4.7 – Focus Visible: It is not always clear which element has keyboard focus during navigation.
  • 3.1.1 – Language of Page: The default language of the page is not always correctly specified, which may cause assistive technologies to interpret content incorrectly.
  • 4.1.1 – Parsing: The code is not always correctly structured and may cause interpretation errors for assistive technologies.

These issues have already been identified and will be addressed in upcoming site updates.

b) disproportionate burden

Some adaptation interventions, such as the complete revision of published PDF documents and deep restructuring of the source code to ensure full semantic compliance, would involve a disproportionate technical and economic burden compared to currently available resources. For this reason, such activities will be planned gradually, prioritizing the most urgent interventions and those with direct impact on the experience of users with disabilities.
